Unfortunately you're correct. Unlike a public website like AccuWeather and and such, NWS runs on a schedule according to their offices. Most updates are ~9-10pm, 3-4am, 10-11pm, 3-4pm.

The greater New York area runs under the local Upton office. Places further south and west run under Mt.Holly/Philadelphia. Each coverage area will have different update times and everything else. The time I posted above is just my general consensus of Mt.Holly's times.

The difference between NWS/NOAA is more or less they are not allowed to hype. NWS has strict guidelines on what they can or cannot state to the public, unlike Accuweather in this point. If you click on areas in our area.. or rather, go here you can see their "Area Forecast Discussions" that lay out their ideas. Obviously it is not as friendly to the public as other sites, but it gives the general idea of what their thinking is.
