Do you know the whole story or just what was told on ESPN? It was a metermaid (traffic-equivalent). Moss was following another car making an illegal turn. After the officer jumped on the hood of the car, Moss coasted down the block to pull over.
What Moss did was wrong. He made an illegal turn and he should have just sat there obstructing traffic while the metermaid wrote him a ticket. Moss ended up fined for the illegal turn and failing to obey a traffic-control-authority. The metermaid ended up fired for misconduct. As it turns out, she had a reputation for stunts like this, thinking she was TJ Hooker instead of a crossing guard. Eye witness accounts all verified Moss' discription of the events. They called the whole thing 'surreal' and just flat-out strange. Then again, how else would you discribe a crossing guard running between moving cars making a turn in heavy traffic, then leaping on their hood and riding for a block at <5 MPH? Later, she (and her husband) tried to sue Moss for a few million bucks. The case didn't go anywhere.
The metermaid story is what happens when stupid (Moss) meets psycho (metermaid)

Yep. Over ten years ago. What were you doing ten years ago? Believe it or not, people can and do mature over time.
Again, I am not saying that Moss is a saint or that he has not done some stupid things or that he isn't a problem child. What I am saying is that Owens is no better, just for different reasons. Moss does things out of stupidity or not considering the implications of his actions. He doens't look for the spotlight, the spotlight finds him. Owens actions are more planned. He calculates how to get attention. He is TRYING to get the attention and gets angered when those around him don't help his cause (Niners situation).
