interesting situation. Maybe earlier in the season, someone else faced a similar situation and would have liked to cut their player. That wasn't fair for them. Kind of like Zetterberg above

BUT, Zetterberg is playing now. Obviously that situation (and the one i outlined) are different, because eventually that player gets back on the roster. And at least there is some benefit to being stuck with the player (eventually you can use him). There is no benefit for this guy keeping Carter.

At the same time, I think the "can't cut" list was created to prevent unnecessary "trades" where one guy drops him, and #1 on the waiver wire gets to pick him up.

If he's not added to IR, I think i would allow it. What would a real team do in the NHL? They'd have a callup. This guy should get a similar deal.

I'd also make a message on your league's bulletin, so that others can comment. Keep in mind the biases other teams would have.
