This more or less covers it.

It's pretty routine to wait a few days to a week until the swelling goes down enough to get a clear understanding of what needs to be done. Also, swelling can sometimes hold things in place (or further displace things), so it's very typical with fractures to do nothing until you know exactly what has to be done.

Additionally, it's possible they got a second opinion or saw something happening that they weren't happy with, and then decided surgery was necessary.
