to piggyback onto Killion's question i assume this issue of a tax zone gets decided at the state level and therefore i would also like to ask the Arizona guys how the state legislature works when a bill is presented to the they need a simple majority or more? is there a filibuster type mechanism like the senate? what is the current composition of the state legislature? i thought repulicans hated taxes?
