The nerve that's "not firing" properly (ie, it isn't sending the proper signal) controls the muscle in his shoulder. Unless the nerve begins to work properly again, the muscle can't work at all.

From what I've seen, the problem Blackburn is having using his catching glove is that he can't lift his arm, twisting it doesn't seem to be the main problem.
