It's not as if we're moving the puck and bodies around and just not scoring; if the PP doesn't put a puck in the net, it's just 5 dudes standing around playing hot potato for 2 minutes. Hard to generate energy and keep momentum after that.
But just about any team in the league can say that their pp is "stagnant" and "lacks motion", "momentum killer" because many of them are. Having a one man advantage isn't THAT great of an advantage if you really think about it.
