just because of this thread I decided to try tongue outside of my shin's last night (not flopping around, Just outside), I've always wore them under my shins. I did notice more ankle mobility but my ankle was still supported. I actually liked it better as i felt more flexible. So I guess my own preference from now on will be tongue out.

I know this doesn't answer the OP original question however the replies are kinda leading to my experience.
