Wax laces are pretty good to keep them snug in place, but you have to be able to tighten them first. Also, if you are fairly new it may just appear that your skates are not tight enough if your ankle muscles have not developed.

To help tighten your laces you can use your legs. Push out with your leg/foot and pull back with your hands. This way you get opposing forces, that might help you get them a bit tighter
