I believe he was implying that the same percentage of Canadians would still play hockey if the population was that large.

The Canadian and American styles are very similar, as Canadians and Americans have been playing hockey with each other and watching each other play hockey for over a century. Today I would say Americans put more emphasis on speed while Canadians put more emphasis on puck control, although the difference between the two in this regard is pretty small.
