So after the Wolves failed yet once again to move up in the draft (it's like clockwork), here's my idea:

Personally, I like the NHL draft lottery more than the NBA draft lottery. There's a set limit on how far a team can move up and it doesn't overly punish the worst teams in the league; however it can be too lax at times as the 30th place team has a 50-50 shot at the #1 pick and can't finish worse than second. That's why I suggest that the second slot is also put into play as it gives another team an opportunity to move (although no more than five slots) and the 30th place team can still pick third (something which can be beneficial yet discourage tanking).
