I think most of the nails have been hit here, including lack of ice time, expenses incurred with getting said ice time, and equipment costs. But beyond that, there is also the amount of time investment required to play.

I think many people have tried public skating, and either like it, or they absolutely hate it because it's such an unnatural way of moving. If people like it, and then get interested in hockey, then they run into the above issues, but many people don't even get to that point because they find the concept of playing hockey quite absurd. I don't know, just an idea.
