Anyone else feel equipment costs hinder the growth of the sport in NA?

I need more access to casual pickup and pond hockey. I could get a lot more people to play if they only needed skates, a stick, a helmet, and gloves.... especially when I have old sticks, helmets, and gloves to loan out
My suburb of Toronto has
outdoor rink that does not allow any hockey, and city-owned rinks don't have nearly enough drop-in hockey. I have to go to privately owned and operated rinks to find that stuff.
