You're right...

Those guys would have to clear waivers in order to be sent down to the minors anyways, and at least during the waiver draft, you can pluck someone else to fill your need if you lose someone you want.

If he sends them down after the waiver draft and someone picks them up, he won't be able to pick up anyone to replace them.

Good call... I have spent an hour on the internet looking for some weird loophole, when really the answer is pretty simple.
