Try using a drill and a bit the same size as the rivet shaft you're replacing or slightly larger. Slowly drill into the center of the rivet. You'll see the material start to be removed until the bottom side of the rivet is no longer attached. Go slowly, it's a cutting process, so if you get in a rush you can take too much.
