As someone else said, it's only about speeding up things at this point. It would dumb, though, if the government weren't taking a big chunk of the profit this building would generate in the future, until it is fully paid for, and then some. But building the arena is a priority because you never know when the window of opportunity will close for both getting an NHL team in Q.C. (which is a popular move, and a party in power always looks for re-election) and the olympic candidacy that has to be subtmitted sooner rather than later.
