The issue is it's not just you, it's half this board. I argued this exact thing a week ago and used Schremp as a clear example of a player on a two-way that had to clear waivers and I just got replies back saying that Schremp wasn't on a two-way last year (he was).

It's not a hard and fast rule, but generally if a player is on his first contract (entry-level deal) he doesn't have to clear waivers and if he isn't then he does. It's not that clear cut but probably applies to 90% of the cases. In reality it has to do with a balance of professional games played and the player's age.
