Yes, this is exactly right. After the whistle he will push and shove and face wash until he's escorted to the penalty box. Between the whistles, when hockey is played, he doesn't play tough. His hits are very weak and he wraps on for dear life and holds his hands up to prove his innocence about 3 times a game.
