Salaries may be increasing but it will be offset by the fact civil engineering is the most common engineering. Man, everyone goes into it. My sister is a year away from becoming one, and all her friends are in it. Go figure. It's super common. There's always a need for them, but you got a LOT of competition for top paying jobs. Don't be surprised to be pushed aside by high profile civil engineers(either high GPA students/master degrees or just plain civil engineers with experience). You'll probably find yourself with a good salary but you'll end up comparable to other engineers in the end just the same.
