You kind of missed it.

The reason why there is waivers is because the NHLPA fought for it a long time ago. This was so that players could play in the NHL for a team that wanted them there, instead of being trapped on the farm.

If the Oilers want to send him to the farm, he had to clear waivers. Florida wanted him on their team to be their backup. Well if they decide to send him down, it isn't fair to the Oilers, because they were going to use the player in the exact same way.

It is one of those rules that actually benefits both the owners and the players.
