If Quebec City built their arena and the NHL was not there right away, they would just keep Junior hockey. The Quebec Remparts in the QMJHL are averaging over 12,000 fans a game. In fact, in the last 5 years, they are selling out the 15,300-seat Colisee Pepsi in the latter half of the season and the playoffs. The arena would not go to waste in a strong hockey market like that! It would also be a sweet place for concerts etc..

They need a replacement for the 60 year old Colisee anyway! Might as well build a rink. It will have plenty of uses.
