He has to be sent down before he can be placed on re-entry. But once he's sent down, he won't be recalled. What would be the point?
It seems Slats is keeping him around as insurance until some other players return from injury. In the meantime, being waived every 30 days gives him a chance to catch on with another team. The closer we get to the trade deadline, the higher chance that some team will claim him as he has an expiring contract.
He'll probably be sent down before that happens though.
