Because over the course of the existence of the BCS they have been. Right now probably not, though it is debatable (the best teams in the MWC are better than the best in Big East, but the bad teams in the Big East are better than the bad teams in the MWC). But outside of this year and last year, the Big East has consistently had good teams (Louisville, WVU, Pitt, Cincinnati, etc have all been pretty solid since the realignment. Rutgers had a few good years and even South Florida was pretty damn good a few years ago. Before Miami and Boston College left the conference was probably stronger, though). Meanwhile, outside of TCU's run the past couple seasons and Utah's success, the MWC hasn't been all that great.
