They have this thing called a reserve. The seller sets the reserve price which is the bare minimum they'll sell the item for but the buyers don't know what it is. If the reserve isn't met, the seller has no obligation to sell it. The buy it now price has nothing to do with the bidding. If there isn't a reserve set on an auction (it'll say if the reserve is met or not), the seller has to sell it no matter the price.
