I see that side of it, and it goes with what I said about how your clock is yours to use as you wish, whether it ruffles a few feathers or not. You go over time, you pay for it. But clearly a few people get rankled when someone is here and could be picking, but they're busy working on a trade, or even finalizing one that had been in the works for a long time before the pick came up. This is a reasonable compromise. It might act as a slight deterrent, the trading GM would have to say, "OK, do I still go ahead with this deal, knowing that I lose an hour? Or should I just go ahead and pick?"
