Waiving him earlier opens more cap room. If you have more salary open earlier, you can get a player with a greater cap hit than Walker later on. This is because cap hit for a team is calculated by
(Cap hit per year / 186) * days on active roster

186 is the number of days a player is active when he plays all the games of a team.

For example, Eric Wellwoods cap hit, if he is not called up again this year, is a bit under $ 37,500. His annual cap hit is $ 580k, but he's only been on the active roster for 12 days.
