50/50 on that. Yes, Weiss doesn't have the talent that Horton has, he seems to be a very good 2nd line center while Horton has the talent to be a first line winger. However, unlike Horton, Weiss is a lot more consistent, is a better two way player and is signed to a pretty good contract. He also developed his scoring game, so it's not like he is just a passer like in previous years under Martin for example.
What we get for Weiss I guess depends how many teams bid for him.
It would seem that between Horton and Weiss, Horton would get better assets back in a trade, but if one team is desperate for a good second line center(with 2nd line pay) then we could get a return similar or greater to Horton's. I would think Tallon will not sell Weiss low because: 1) He wants to be here 2) He is still relatively young 3) Best center on the team 4) Friendly contract with multiple years left.
