Underperforming yes but not worst in terms of talent. The bigget problem rebuilding-wishers have faced is that the organization has propped up the team with enough talent to keep it mediocre instead of outright bad. That can change this year if the organization allows it. If you field a poor enough team, there will be no surprise runs and Jagr can score as many goals as he likes, That'll merely mean they're losing games 5-2 instead of 5-1.

In short, luck has never been the issue; poor management has. If Dolan/Sather would stop acquiring the Lindroses, Bures, and Jagrs, this team would fall to where it should.
