It's not that there is an age limit in the AHL, it's that players drafted out of the CHL must either play in the CHL or the NHL until they are 20, or until they have played 4 years in the CHL.
Anisimov and Grachev both played in the AHL at 19. Ryan Bourque could have played in the AHL this year, had he been ready for it. Christian Thomas, on the other hand, can not play in the AHL next year because he was drafted out of the OHL and he'll only be 19 next year with 3 years of playing in the CHL.
Basically, it comes down to whereever they were playing at the time they were drafted. Thomas was playing in the OHL. Anisimov and Grachev were playing in Russia. Bourque was playing in the US. So Thomas is the only one of the 4 subject to the rule.
