Good shootout teams effectively get penalized for being good at a shootout. If they have a tiebreaker for this, why not just remove the shootout entirely? If it's a part of the game, it should be treated as such, not some red-headed step-child part.
Shootout loss: 1 point
Shootout win: 2 points
How does this system penalize winning in the SO over losing in the SO? It doesn't. If you end up tied with a team that has more SO losses and more ROWs, then so be it. But you always want to get 2 points rather than 1.
Really good teams get rewarded for not needing the shootout to win. Good shootout teams get rewarded by getting 2 points instead of 1.
