There is a limit to what Stamkos can get per year.
The max cap hit of a player is 20% of the overall cap. So if it rises to 62M next year, 12.4M, and there's no way he gets that.
So, if Stamkos gets a 100M deal, it's likely to be spread over 10y+.
But, let's say he does get that deal, TB will have 25M of free cap space, so technically, they could afford it.
Anyways, nobody will sign Stamkos to a 12M/y deal.
As for compensation for signing a player to an offer sheet, the most you can give is 4 first round picks.
