It's not because he can't put weights on his shoulders that he can't strengthen his lower body.
He can do air squats, lunges, curls, extensions, jumps, biking, stairmaster, steps, pose running, adductors machine, pulley kicks, ankle weights, etc...

There are a multitude of exercises that do not put much of a strand on the shoulders.
But I would assume he will be about 2months completely off, and then start his rehab.
