Yeah you could easily setup a circuit in that amount of time. Have 5 or 6 exercises and do as many as you can in 1minute, then run a lap and onto the next exercise and so on until you complete the 20-30minutes, if you complete the circuit 2 times your first time aim to increase it to 2.5 and eventually 3 and so on.
Squats, Pushups, mountain climbers, lunges, bench dips, planks, ect if you have equipment you can be even more flexible with your exercises.
