The way I read this quote, Daly just doesn't know for certain that the NHLPA will exercise the 5 percent cap bump they are entitled to.

If the NHLPA does not exercise the 5 percent bump (and they have exercised it every year since the lockout), the salary cap will be $60.5m.

If the NHLPA does exercise the cap bump (60.5 x 1.05 = 63.525) the salary cap will be 63.5m (technically 63.525m, but I assume he was just rounding).

EDIT: $62.4m was the rumored salary cap, but that was calculated prior to playoff revenue. If playoff revenue is higher than they expected, then $63.5m seems to be a reasonable amount. For our purposes, the extra $1m is an absolutely huge boon.
