The compensation levels keep rising to the point that teams who don't match an offer sheet may be screwed but that's always been the case with offer sheets.

Kennedy is a good example of this. Pens management probably has his value pegged somewhere between $1.5-2M but if another team comes over the top and offers him $2.5M Shero might decline to match and all we're left with is a measly 2nd round pick for a 4 years of player development. The player either receives a bloated salary or the team is stick with a relatively meaningless pick.

Either way I doubt much changes, most GMs avoid offer sheets as a matter of principle.
