This is the reason as far as I know. My buddy said he heard about some kid getting slightly impaled by a stick with no cap on it (went into him a few inches or something like that). I know in my area high school teams have to have them.
As for removing them for stick feel, at least in my case, there is something to that. I noticed some players didn't have them on while watching an NHL game once so I tried it out. Improved the feel for me, even when playing with a ball. Put the cap back in and everything felt all wrong and I couldn't stand it. Haven't had an end cap in any of my sticks since.
