It does do that. However, if Weber remains unsatisfied with NSH's offers, and thus, the parties are unable to come to an agreement before the arbitration hearing, IMO, he'll be traded. And in order for NSH to maximize his trade value, he'd be traded before the July 20 arbitration date -- or in other words, before he becomes a high value trading chip on an arbitration mandated short-term deal, only a year away from UFA status.
