Chad Johnson spent 40 days on the NHL roster in 10-11. For the $525,000 NHL minimum,that's a $112,903 summer cap charge for a goalie who will not be on the NHL roster and will battle 3 other goalies for time in the AHL. Makes no sense to bring back Johnson.

On qualifying offers: “We’ve made qualifying offers. All the players that are free agents within the organization that we want to keep, we’ve made the offers to. We sent those out last week.”

Even John Mitchell isn't worth re-signing. 126 days on the Leafs roster. He had a 1 way last season for $725,000. His QO is $761,250. It can be a 2 way. If he agreed to $525,000 in a 2 way for more AHL money,his summer cap hit is $355,645. $525,000 one way is $525,000 against summer cap.
