It's about expected value, which is a combination of potential and likelihood to reach that potential.
87 suited has higher 'potential' than pocket aces, but everyone would rather be dealt pocket aces
87 suited has the potential of a straight flush, Pocket aces has the potential of a Royal flush, so pocket aces win on both accounts (there are 4 community cards), at least in Texas holdem, which I assume you are referring. But the point comes across the same, you want the combination of potential and likelihood to reach said potential.
