The initial offer was genuine, but by now Dean knows there is no way they can sign him. He knows other teams are offering considerably more. However he is not going to say anything until it's over.
Kovalchuk played the same game. Lombardi was pissed enough that after he has seen that Kovalchuk was just milking the Devils, he announced that Kings are not contenders anymore. If I remember correctly Kovalchuk and his agent immediately sent some positive signals to keep Kings in the game. Remember those positive tweets and short paragraphs on major sites after Kings already announced they don't have a chance? Some of them even said "Kings and Kovalchuk are very close."
Kovalchuk took this game to the next level, because he is super greedy and there were only two teams seriously interested. Richards will do it much quicker because with 5 teams there is higher chance for one of the teams to raise offer.
