For Houston, how has the Aeros attendance been? Just because it's a huge market doesn't mean it will be successful. Atlanta has 8 million'ish people in it's area, but there wasn't enough support for the team. Any warm climate team is going to have that specter; doubly so if/when Phoenix moves next year.

As for Toronto, Hamilton would get a team before Toronto gets a 2nd team. Toronto has an NHL and AHL team in the city, in addition to Junior hockey in the area, so I dunno about about adding another professional team in Toronto.
