According to this article (I cannot vouch for it's source) any incentives that do not exceed $3.2 million can be counted against the following years cap.
Depending on what money Kovalchuk signs for — if he signs or chooses to play out the season in Russia — the Thrashers could exceed the league's $39 million cap this season if Bondra hits many of his incentives. A team must have cap room in a given year for any incentives worth more than $3.2 million.
However, incentives up to that threshold are allowed to be counted against the following season if they exceed the cap. It was a gamble Waddell was willing to take
