the "and off islands" part is where it gets misleading. Lachine, Ile Perot, Pincourt, Vaudreuil-Dorion, St-Lazare and Hudson are all either off island or don't count for one reason or another. (See wiki)

Ile Bizare should count because you can only get there from the West Island (it's an island right off of pierrefonds) but isn't for some reason. But yet St-Anne which is far out of the way is considered to be, but then Vaudreuil-Dorion which are attached to St-Anne/Senneville by bridge are not consider west island

Reason being no public transit to those places except Ile Bizare/St-Anne/Lachine. Personally I don't get why Lachine doesn't count either, it's basically an extension of Dorval

But that having been said many of those fall into the "off island communities" and are thus not west island. You've been mislead Also I've never heard of 12 and 14 being distinguished separately before.
