They don't lose a year of control if he goes to juniors before 9 games, right? The whole contract slides, only thing that might be affected is waiver eligibility.
He can play 9 games in the NHL and then get send down to junior without losing a year of his contract, same thing happened with Schenn last season.

I have no idea about waiver eligibility, but as far as I can judge it, there's no down side of it, he still has three years on his contract if he gets send down accordingly and if not he probably has shown he belong in this league.
