It's not that cablevision hasent allowed Verizon to roll out fios in some areas, it's that Verizon isn't willing to pay the high fees to the towns where cablevision has politicians in their pocket.

This is why Fios is only available in incorporated villages within the town of Brookhaven. Verizon can bypass the towns politicians and go directly to the village.
