I'm not an expert on Swedish Jr. hockey by any means, but regardless of what I'd know, this question seems impossible to answer.
What are this kid's goals, or purpose for playing hockey?
Is he trying to make a living out of playing hockey at one point in his life, or is he just a happy camper, enjoying to play the game for the moment? Perhaps hockey is a vehicle to travel and get an education (college)? Nothing wrong with any scenario but obviously the path he'd need to attempt to reach his goal would be different.
If he is just trying to develop it seems as if the program is less important than the coaches. A smaller program might offer more individual attention and perhaps a chance to dominate, whereas a bigger program will challenge him more and possibly not offer a lot of help if he gets stuck. What kind of learner is this kid, and how does he handle being on his own?
Anyway, if you want a better answer from these guys, I think you need to be a bit more specific in your question. JMHO.
