People often read to much into shot totals.
A team that is taking a lot of shots and not scoring often is taking perimeter shots because they aren't setting up quality scoring chances and they may increase those shots in desperation when they are behind.
The Penguins teams of the mid-late 90's were often outshot, but still repeatedly beat their opponents. It wasn't because they had a horrible defense, it was because teams were throwing shots on net hoping something would go it.
