They have a soft cap. They also only have about 12 players per team, as opposed to 25 - 50 (depending on who counts against the NHL cap) and generate more revenue than the NHL. That's why teams like the Knicks and Lakers do find it hard to go out and sign every freakin NBA star, as even the lesser knowns demand multimillion dollar deals. But they do have a cap.
Yea, I am aware they have a "cap" (notice the quotes), but it is far from what is in place in the NFL and NHL. See the Miami Heat. They sign Shaq to a huge contract but are still able to go out and trade for millions more. Not to mention they almost signed Michael Finley.
