Pretty sure he's friends with / knows Daniil Zharkov, a forward who wears #17 and plays for the Belleville Bulls of the OHL.
Since Zharkov is Russian and played for Lokomotiv, it appears Jules made him a tribute to Lokomotiv to put on the back of his helmet (as you can see in the pictures).
