Kovalev and Carter are both on one year deals. I don't think the Rangers are looking to move Kovalev. The Rangers do not need to move them for financial reasons as they can get out from under their contracts at the end of the season. If the Rangers were to get Jagr, they would want something else with him. My proposal:

To NYR: Jagr, Grier, Witt

To WAS: Carter, Malakhov, Lacouture, Lampman
The Caps will accept even less value and more salary dumps than that if you want to take Jagr off their hands, but even that desperate, they still cannot afford to part with Witt. Gonchar will be traded and Witt will be the only veteran on the blueline as it is. He may well be the most untouchable player on their team right now, just by process of elimination given the state of the defense corps. His salary will not become unwieldy in short order, as will that of Gonchar.
